The Sr. Manager, Program Management (or Marketing Programs) is a senior-level leader responsible for driving the annual and quarterly planning process, managing the end-to-end execution of multi-channel marketing and fundraising programs and projects, and ensuring all engagements are delivered on-quality, on-time, and on-budget. This role partners closely with Marketing Strategy to translate approved strategies into scoped, executable program plans and owns the intake-to-delivery lifecycle for assigned partners.
The Sr. Manager, Program Management is responsible for managing program and project budgets, identifying outsourcing needs, procuring and evaluating vendor estimates, and ensuring financial accountability across all assigned programs. This role maintains program documentation, enforces operational discipline through established workflows and quality standards, and proactively identifies process improvements to increase execution quality and efficiency.
As the program management function grows, this role is expected to take on direct management of Project Managers and Project Coordinators — including day-to-day coaching, performance appraisals, utilization monitoring, and building bench strength within the function. Candidates must bring proven people management experience. Based upon department needs, the Sr. Manager, Program Management may assume responsibilities associated with other roles to ensure continuity of delivery.

Key Responsibilities:

Strategy, Planning & Intake
- Drive the annual and quarterly planning process for assigned partners — partnering with the Marketing Strategist and translating the approved strategy into scoped program plans with defined workflows, work breakdown structures, phasing, and timelines.
- Own the intake-to-kickoff process for new programs and projects, ensuring requests are properly evaluated, tiered, scoped, estimated, and resourced — and routed to the appropriate team before work enters production.
- Design program and project architecture structures that align with best practice workflows and meet both operational and financial tracking needs within the approved PM platform.

Program & Project Execution
- Manage the end-to-end execution of multi-channel marketing/fundraising programs and projects, ensuring all engagements are delivered on-quality, on-time, and on-budget.
- Create and proactively manage program and project work-back schedules, ensuring work moves through established workflows with appropriate quality checkpoints, review gates, and approvals.
- Manage program and project budgets, proactively identifying scope creep and facilitating change order processes when scope adjustments are required.
- Coordinate with the Resource Manager to forecast resourcing needs, identify capacity constraints early, and determine when external vendor support is required to meet delivery commitments.
- Identify outsourcing needs for programs and projects, procure and evaluate vendor estimates against approved budgets, manage purchase orders, and reconcile vendor invoices to ensure external work is delivered on-scope and on-budget.
- Report program and project percent complete and surface budget concerns to the Marketing Strategist on a monthly basis, ensuring billbacks are completed.

Reporting & Operational Governance
- Establish and maintain program documentation — including project templates and template estimates, status reports, and post-program retrospectives — to drive visibility, accountability, and continuous improvement.
- Ensure programs follow established workflows, routing architecture, and quality standards, reinforcing operational discipline across the department.
- Maintain a deep understanding of the department’s end-to-end workflows and proactively identify process improvements to increase execution quality and efficiency.

Team Management & Growth
- Manage assigned Project Managers and Project Coordinators, performing day-to-day coaching and oversight aligned with each team member’s growth and development plan.
- Lead 1:1s and performance appraisals for direct reports.
- Identify skill gaps and development opportunities across the team, supporting onboarding of new hires and building bench strength within the program management function.
- Monitor individual and team utilization, ensuring workloads are balanced and aligned with department capacity targets.
- Based upon department needs, may assume responsibilities associated with other roles including Project Manager and Project Coordinator to ensure continuity of delivery.
Qualifications:
- Education: Bachelor’s degree in Marketing, Business, Communications, or a related field or equivalent experience.
- Experience:Â 10+ years of experience in program management, project management, or marketing operations within an in-house agency or marketing services environment. Non-profit or mission-driven organization experience preferred.
- Technical Skills:Â Experience with Workamajig, Monday.com, Workfront, NetSuite, or other integrated operations tools.
