The Senior Manager, Global Procurement indirect leads strategic procurement across IRC's Fundraising and Mass Marketing categories. The role is responsible for category ownership, sourcing strategy, and supplier ecosystem development across marketing, fundraising, and donor engagement services including direct mail, digital acquisition, face-to-face fundraising, telemarketing, and marketing agency relationships.


The role requires the ability to manage high-value and complex procurement processes, influence senior stakeholders, and build long-term supplier relationships that support IRC's fundraising objectives. Outside of the Global Supply Chain team, the role works closely with External Relations (which houses fundraising and marketing) leadership, Finance, IT, Legal, Risk & Compliance, and Global Procurement to ensure sourcing outcomes deliver commercial value, operational continuity, and full policy compliance.

Major Responsibilities:


•    Strategic Sourcing, Procurement, & Category Management
◦    Own category strategy for Marketing and Fundraising procurement, including acquisition agencies, direct mail, digital channels, telemarketing, face-to-face fundraising, and marketing technology.
◦    Maintain clear demand (procurement) planning pipeline with stakeholders in order to select the best sourcing strategies for each need.
◦    Develop and maintain a category sourcing guide covering recommended sourcing approaches, market landscape, pricing models, and contract structures for the sector.
◦    Lead end-to-end sourcing processes (RFx) for high-value procurements, including procurement process facilitation, evaluation governance, negotiation, and award.
◦    Conduct market analysis to inform sourcing strategy and identify opportunities for consolidation, efficiency, and long-term value.
◦    Ensure procurement timelines align with campaign cycles, contract expiry dates, and operational continuity requirements.
◦    Identify opportunities for innovation, cost savings, operational improvements, and donor experience optimization. 


•    Supplier Ecosystem Development
◦    Build and manage a structured supplier ecosystem including framework agreements, pre-qualified vendor pools, and strategic agency partnerships.
◦    Support waiver and single-source processes where justified by market conditions, ensuring full documentation and policy compliance.
◦    Facilitate quarterly supplier reviews to monitor performance, drive accountability, and support continuous improvement.

•    Stakeholder Engagement & Business Partnering
◦    Serve as the primary procurement partner for External Relations and Mass Marketing leadership, providing advisory support on vendor strategy, agency engagement, and sourcing decisions.
◦    Translate fundraising and marketing objectives into actionable procurement plans, engaging Finance, Legal, and Compliance throughout.
◦    Support business teams in defining scopes of work, evaluation criteria, and contract structures that drive clear supplier accountability.

•    Analytics, Reporting & Continuous Improvement
◦    Maintain spend visibility and category performance data to support sourcing decisions and category planning.
◦    Identify opportunities to reduce transactional procurement and improve commercial outcomes through better planning and supplier frameworks.
◦    Support Global Procurement initiatives and contribute to broader procurement process improvement efforts.

•    Risk & Compliance
◦    Ensure all procurement activities comply with IRC policies, donor regulations, and audit requirements.
◦    Ensure adherence to IRC procurement policies, donor regulations, GDPR/CCPA data privacy standards, and humanitarian-sector ethical guidelines. 
◦    Maintain sourcing documentation and contract records to audit-ready standards.

Job Requirements:


•    CIPS Level 4 or above strongly preferred; equivalent certifications or demonstrated strategic sourcing experience considered
•    Bachelor's degree required. Master's degree preferred.
•    Experience in marketing, fundraising, or agency procurement knowledge of direct mail, digital acquisition, telemarketing, or face-to-face fundraising sectors preferred
•    Minimum 7+ years of progressive procurement experience, with demonstrated progression into category management and strategic sourcing
•    Proven experience leading high-value RFP processes, multi-vendor evaluations, and contract negotiations
•    Strong commercial negotiation and supplier management skills
•    Ability to build effective relationships with senior stakeholders and translate business needs into sourcing strategies
•    Strong analytical skills, including spend analysis, market assessment, and sourcing recommendations
•    NGO or nonprofit procurement experience preferred, including familiarity with donor compliance frameworks

Working Environment: 
Standard office work environment. Travel less than 10%

Compensation: Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.

  • US Pay Range: ($86,262 - $103,451)

  • UK Pay Range: ( £58,736 - £68,526)

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
